Bohunice International Decommissioning Support Fund (BIDSF)

Bohunice International Decommissioning Support Fund (BIDSF) for shutdown of both units of V1 NPP in Jaslovské Bohunice was established based on the Slovak Government Decision on immediate decommissioning of V1 NPP as a compensation of the European Union. The administrator of BIDSF is the European Bank for Reconstruction and Development (EBRD). The financing of the V1 NPP decommissioning projects from the sources of BIDSF is implemented on the basis of the Grant Agreements, in which the framework definitions of the scope of projects and grants for financing of the individual projects are set forth.

Projects financed from the BIDSF are managed by Project Management Unit (PMU), which consists of JAVYS, a.s. employees (Decommissioning and PMU Division) and the PMU Consultant (consortium of three companies being successful in international tender: IBERDROLA Ingeniería y Construcción S.A. Unipersonal, Empresarios Agrupados Internacional S.A., INDRA SISTEMAS S.A.).

For the implementation of activities connected with the V1 NPP pre-decommissioning and decommissioning the groups of A, B, C and D projects were defined within the Project of V1 NPP decommissioning. The task of PMU is to provide the project management, i.e. the process of its defining, preparation, tendering, and implementation up to its completion.

As of 20th July, 2011 the operation of V1 NPP was officially shutdown and V1 entered the decommissioning phase following the Decision of ÚJD SR No. 400/2011 "The licence for the 1st stage of V1 nuclear power plant decommissioning of Unit 1 and 2". Conceptually, V1 NPP decommissioning was based on two fundamental documents - The V1 NPP Conceptual Decommissioning Plan (BIDSF project B6.1) and The Environmental Impact Assessment Report of V1 NPP Decommissioning (BIDSF project B6.2). On the ground of the aforementioned documents the option for V1 NPP decommissioning, the so-called „Immediate decommissioning option“ was selected and approved by the management of JAVYS, a.s. and MŽP SR (Ministry of Environment of the Slovak Republic). The main reason for this selection is the continuance of radioactive waste processing on existing facilities, as well as continuance of the transfer of knowledge and lessons learned of V1 NPP facility. The activities and concept of V1 NPP immediate decommissioning option were defined in The V1 NPP Decommissioning 1st Stage Plan & Other Documentation (BIDSF project B6.3). This document together with V1 NPP Decommissioning Strategy developed by the PMU Consultant are basic strategic documents enabling to define projects, their concept of implementation and duration, as well as stating of costs necessary for the implementation.

The common body of the Slovak Republic and the EBRD, established for the mutual sharing of information on the implementation of the BIDSF activities, is the Joint Committee of the Slovak Republic and the EBRD. To the Joint Committee, the BIDSF projects were presented and approved in the meeting in May 2012, they were consequently approved in Assembly of Contributors in June 2012 as well and the grants from the BIDSF have been allocated to them as follows:

  • B6.6A Decommissioning Support Surveys
  • D2.1 Decontamination of Spent Fuel Pools and Other Contaminated Tanks in the V1 NPP - Part 1
  • D4.3A Dismantling of Insulation in the V1 NPP Controlled Area

On 17th July, 2012 JAVYS, a.s. and the EBRD concluded the Grant Agreements No. 016D, No. 019E in which grants for financing the above mentioned stated projects from the sources of BIDSF were allocated.

In November 2012, a meeting of Joint Committee of the Slovak Republic and the EBRD was held, where the following BIDSF projects were presented and approved:

  • C9.4 Design and Erection of New RAW Disposal Facilities for LLW and VLLW from V1 NPP Decommissioning at NRR Mochovce
  • D0 Implementation of the Decommissioning Programme Using the Human Resources Available at Bohunice V1 Nuclear Power Plant (Project 6, January 2013 - December 2013)
  • D4.4B Dismantling of Systems in V1 NPP Controlled Area - Part 1

The aforementioned projects were approved and consequently grants were allocated to them in the Assembly of Contributors of the BIDSF in December 2012. On 18th December 2012, Grant Agreements No. 009C, No. 018F and No. 019F by and between JAVYS, a.s. and the EBRD for financing the above mentioned projects from the sources of BIDSF were concluded.

The PMU Consultant Phase 5 was completed in 2012 and the PMU Consultant Phase 6 has been in progress since 1st August, 2012 pursuant to the Agreement on Consultancy Services.

By 2012, JAVYS, a.s. has concluded 15 Grant Agreements for financing the V1 NPP decommissioning projects from the BIDSF sources with the EBRD, totalling to € 347,880,000.
