V1 NPP Decommissioning

The decommissioning of a nuclear power plant is a complex process and is, in many aspects, different from the dismantling of non-nuclear facilities. During the operation of the nuclear power plant, as well as during the process of decommissioning, with the reactor being shut down and nuclear fuel being removed, discipline, systematic approach to work, quality and control of the entire process and high level of safety culture in project management must be maintained. The economic aspect plays an important role as well, so that all attributes of conventional and radiation safety are fully maintained and functional also in these final stages of the nuclear power plant lifetime for employees and for the general public. 

The Slovak Republic Government took on the commitment of definitively shutting down both units of the V1 NPP, in issuing the resolution No. 801/1999 of the 14th of September 1999, in which the shutting down of the first unit was set for the end of 2006 and the second for the end of 2008. Both units were shut down on schedule. In compliance with Slovak legislation and valid operational documents, after both reactors have been shut down, the operation termination activities were in progress. These included cooling down and transport of spent nuclear fuel, power plant preparation for dismantling and demolition as well as development of necessary analyses and relevant licensing documentation for the purposes of issuance of the license for decommissioning. Multi-criteria analysis resulted in selection of  the Immediate Decommissioning Option (IDO). The main feature of this alternative is the immediate and continuous dismantling of the equipment to be performed shortly after the completion of operation, followed by the demolition of buildings down to the bottom of the foundation pit and preparation of the area for further industrial use.

The V1 NPP decommissioning is implemented in two stages, with a final deadline in 2027. The first stage was in progress from the 20th of July 2011 to the 31st of December 2014. The second stage commenced on the 1st of January 2015 and is planned to be completed by the 31st of December 2027.

Total V1 NPP operation termination costs are calculated to be € 1.239 billion. Operation termination activities, preparation for the decommissioning and the decommissioning itself of the V1 NPP in Jaslovské Bohunice are co-financed by the National Nuclear Fund and Bohunice International Decommissioning Support Fund (BIDSF).
